Starting July 31, average-income households in New Zealand will see an increase of up to $102 a fortnight, thanks to the newly passed Taxation (Budget Measures) Bill, Finance Minister Nicola Willis announced today.
The legislation, which passed its third reading under urgency, aims to alleviate the prolonged cost of living crisis affecting millions of New Zealanders by allowing them to retain more of their earnings.
Key Benefits:
Widespread Relief: Over 3.5 million New Zealanders will benefit from the bill, with an average increase of $32 per fortnight.
Substantial Gains: Analysis from the Treasury indicates that approximately 727,000 households will gain at least $75 a fortnight, and 187,000 households will gain at least $100 a fortnight. On average, households will benefit by $60 a fortnight, with households with children seeing an average increase of $78 a fortnight.
Tax Adjustments:
Threshold Adjustments: The bill adjusts the bottom three tax thresholds, providing tax relief for everyone earning more than $14,000 a year.
Expanded Credits: Eligibility for the independent earner tax credit is extended, and the in-work tax credit is increased.
Family Support: The minimum family tax credit is raised, and the new FamilyBoost payment is introduced for families with children in early childhood education.
"The changes are designed to benefit low to middle-income working families with children, who have been hardest hit by rising prices," Nicola Willis stated.
Implementation and Impact: The bill aligns with the National Party tax plan, incorporating adjustments from coalition agreements. The implementation date of July 31 allows employers and payroll providers adequate time to update their systems.
Funding and Inflation Control: "The package is fully funded, ensuring it does not add to inflation pressures. Funding comes primarily from savings, with some revenue measures contributing," Willis explained.

The government's focus on addressing the cost of living crisis underscores its commitment to supporting the country's most vulnerable populations.
