Congress MP Jairam Ramesh on Thursday expressed significant apprehensions about the proposed Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025, arguing it could undermine the academic freedoms of Institutes of National Importance (INIs) such as IITs, IIMs, NITs, IIITs, and IISERs.

Ramesh highlighted Clause 49 of the draft legislation, noting its overriding effect on existing laws and raising concerns about the potential loss of these institutions' autonomy. Despite assurances within the bill, the legislation's vague language leaves room for interpretation that could place INIs under new regulatory control, jeopardizing their independence.

Furthermore, Ramesh criticized the bill's approach to educational governance, alleging it sidelines traditional academic consultation in favor of bureaucratic control. By potentially consolidating educational regulation under newly appointed councils, he warned of a shift away from academic-led administration towards bureaucratization.
