The heads of several United Nations humanitarian agencies said in a statement published on Thursday that they would not take part in any unilateral proposals to create "safe zones" in the Gaza Strip.
Such measures would risk causing harm to civilians, including large-scale loss of life, under current conditions in the enclave, they said in the statement.
The signatories included the head of the U.N. aid agency Martin Griffiths and the director-general of the World Health Organization (WHO), Tedros Adhanom Ghebreyesus.
