Director General of Police R R Swain stated on Monday that Pakistan had infiltrated essential aspects of Jammu and Kashmir's civil society during periods of heightened militancy. He addressed students at the Indian Institute of Management, asserting that mainstream political parties had cultivated terror network leaders for political gains.

Swain revealed that these leaders often visited the homes of slain terrorists and publicly sympathized with their victims, contributing to a climate of confusion and fear among the general populace and security forces. He criticized the lack of investigation into those responsible for recruitment and the financing of terrorism.

According to Swain, the Jamiat-i-Islami's religious and ideological support further destabilized the region by sabotaging government efforts and mobilizing street protests. He alleged that mainstream parties leveraged these networks to enhance their electoral prospects, highlighting the necessity of top-level policy changes to create inclusive political and economic opportunities. Swain pointed to these policy shifts as a reason for the current calm in the districts.
