NSFAS Administrator Addresses Payment Issues and System Delays

Freeman Nomvalo, the Administrator of the National Student Financial Aid Scheme (NSFAS), reported on August 6, 2024, that the scheme has successfully processed payments for beneficiaries who have submitted their banking details. During a media briefing, Nomvalo outlined key updates and interventions aimed at improving the NSFAS payment system.

One major development is the migration of Technical Vocational Education and Training (TVET) NSFAS beneficiaries to a direct payment system through their bank accounts. This change addresses previous frustrations experienced by students in receiving their allowances. However, Nomvalo noted that approximately 6% of students are still not receiving their allowances due to incorrect banking information or failure to provide their banking details.

Nomvalo explained that some students may not have received NSFAS communications or might be non-existent, as no complaints have been reported from students about missed allowances. NSFAS will continue to work with institutions and students to ensure accurate banking details are submitted for future payments and will investigate the validity of these cases.

Regarding university payments, Nomvalo announced an extension of the current arrangement, allowing universities to facilitate allowance payments to NSFAS beneficiaries until the end of the 2024 academic year. This decision, made in consultation with Universities South Africa (USAF), aims to support beneficiaries and stabilize the Post School Education and Training (PSET) system. NSFAS also plans to migrate university allowances to a more cost-effective and efficient payment system, although progress has been delayed due to a court interdict related to a case involving Ezaga and others, which NSFAS is appealing.

Nomvalo also addressed delays in finalizing student appeals, loans, and the 2023/2024 funding lists, attributing them to issues with the NSFAS ICT system. With around two million applications received in 2023, manual verification processes have proven cumbersome and error-prone. NSFAS is working to enhance its capacity and aims to provide final lists to universities and TVET colleges by the end of August 2024.

In closing, Nomvalo apologized to affected students and PSET colleagues for the challenges faced and expressed a commitment to resolving these issues to improve the NSFAS experience for the 2025 academic year.
