Centre Empowers Delhi LG with Authority Over Boards and Commissions

The Centre has granted the Delhi lieutenant governor (LG) the authority to form and appoint members to various boards, commissions, and statutory bodies. This new power, detailed in a Union Home Ministry notification, is based on Article 239 of the Constitution and Section 45D of the Government of National Capital Territory of Delhi Act, 1991.

The Centre has vested the Delhi lieutenant governor (LG) with comprehensive powers to establish and appoint members to multiple boards, commissions, and statutory bodies, including the Delhi Commission for Women and the Delhi Electricity Regulatory Commission.

This authority, articulated in a Union Home Ministry notification, is in line with Article 239 of the Constitution and Section 45D of the Government of National Capital Territory of Delhi Act, 1991 (1 of 1992). Consequently, the LG can now autonomously constitute these entities and nominate government officers to such positions.

The notification underscores the President's directive for the LG, under the President's supervision and until further notice, to exercise these powers. Additionally, the legislative framework outlines that the LG will recommend suitable candidates for these roles, reinforcing the administrative authority of the Union Territory of Delhi.
