The Portfolio Committee on Social Development has called on the South African Social Security Agency (SASSA) to ensure that all beneficiaries have access to Postbank sites to migrate to the new Postbank Black Cards before the deadline. Beneficiaries must transition from the SASSA Gold Card to the new Postbank Black Card by 28 February 2025 to continue receiving their social grants in March and beyond. After this deadline, all Gold Cards will become invalid for transactions.

The new Postbank Black Card is designed with improved security features and enhanced accessibility, allowing beneficiaries to withdraw their grants at ATMs, selected retailers, and online platforms. However, concerns have arisen regarding the implementation and accessibility of card renewal sites, especially in rural areas.

Challenges in the Rollout Process

The Portfolio Committee, led by Chairperson Bridget Masango, has raised serious concerns regarding the shortage of card renewal sites, long queues, and operational inefficiencies at Postbank locations. Reports from beneficiaries indicate that some renewal sites remain non-functional, causing delays in the migration process. Additionally, network issues and the absence of Postbank outlets in remote areas have left many beneficiaries struggling to obtain their new cards.

With 28 million beneficiaries needing to transition before the deadline, the committee fears that a significant portion may be unable to do so in time. Consequently, the committee has urged SASSA and Postbank to take immediate measures to ensure a smooth and efficient distribution of the new cards.

Calls for an Extension and Immediate Solutions To prevent disruption of social grant payments, the committee has asked SASSA to consider extending the deadline beyond February 2025. This extension would allow more beneficiaries to transition without unnecessary stress and financial hardship.

Additionally, the committee emphasized the need for a more effective strategy to improve the distribution of Black Cards. It called on SASSA and Postbank to deploy additional resources, increase the number of renewal sites, and resolve network problems to prevent further inconvenience to beneficiaries.

As the deadline approaches, SASSA and Postbank are under increasing pressure to ensure that all beneficiaries can access their grants seamlessly in March 2025. Beneficiaries are urged to renew their cards as soon as possible to avoid last-minute delays and potential disruptions in accessing their funds.
