EU Proposes Plan for Safe Return of Displaced Gazans

The European Union is set to communicate to Israel that displaced Palestinians from Gaza should be guaranteed a dignified return to their homes. Additionally, the EU will contribute to the rebuilding of the ravaged territory. This plan, outlined in a document seen by Reuters, aligns with Arab stances but contrasts with the U.S. objectives under former President Donald Trump, who envisioned transforming the coastal strip into a 'Riviera of the Middle East' as Gazans move elsewhere.

The EU, a significant aid provider to Palestinians, will discuss its position with Israeli officials in upcoming talks in Brussels on February 24. These discussions, part of the EU-Israel Association Council, are the first of their kind since 2022. The draft EU position stresses Europe's dedication to Israel's security alongside its view that displaced Gazans deserve a safe and dignified return home, and it pledges EU participation in coordinated global efforts for early recovery and reconstruction in Gaza.

The EU document condemns the substantial civilian casualties, including numerous women and children, and the dire humanitarian conditions exacerbated by deficient aid access, particularly in Gaza's North. The recent hostilities erupted after Hamas militants attacked southern Israel on Oct. 7, 2023, leading to significant casualties and hostages. The EU remains firmly against any activities undermining the feasibility of a two-state solution, emphasizing the need for Palestinians to have an independent state in coexistence with Israel.
