The Government of India implements a range of welfare schemes aimed at the socio-economic and educational upliftment of various sections of society, including minorities, particularly those from economically weaker and underprivileged backgrounds. The Ministry of Minority Affairs is at the forefront of this effort, executing multiple schemes to promote the empowerment of the six centrally notified minority communities. These initiatives are designed to enhance skills, provide financial support, and facilitate better livelihood opportunities.
Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme
Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a flagship scheme of the Ministry of Minority Affairs, bringing together five previous schemes—'Seekho Aur Kamao,' 'Nai Manzil,' 'USTTAD,' 'Nai Roshni,' and 'Hamari Dharohar'—under a unified framework. The scheme is structured around the following key components:

Skilling and Training Component: This component aims to equip beneficiaries with market-relevant skills, increasing their employability and promoting entrepreneurship among minority communities.

Women Leadership and Entrepreneurship Component: This focuses on empowering women through leadership training and business development support to enhance their participation in economic activities.

Education Support Component: Targeted at school dropouts, this segment seeks to facilitate education and vocational training to enhance future employment prospects.
Additionally, PM VIKAS actively promotes credit access and market linkages to ensure sustainable economic opportunities for beneficiaries.
National Minorities Development and Finance Corporation (NMDFC)
The National Minorities Development & Finance Corporation (NMDFC) is a key institution working to provide financial assistance to minority communities through various schemes, including:
- Term Loan Scheme: Offers concessional credit to individuals for self-employment and business ventures.
- Micro Finance Scheme: Provides financial aid to marginalized groups, particularly women entrepreneurs.
- Education Loan Scheme: Helps students from minority communities access higher education by offering loans at subsidized interest rates.
- Virasat Scheme: Supports traditional artisans and craftspeople by providing financial assistance and business development opportunities.
These schemes are implemented through State Channelizing Agencies (SCAs) designated by respective State Governments and Union Territory Administrations, along with banks such as Punjab Gramin Bank and Canara Bank.
Since its inception in 1994-95, NMDFC has disbursed concessional credit amounting to Rs. 9,485.04 crores (as of 28.02.2025), benefiting 25.49 lakh individuals from minority communities. Notably, 89.68% of the beneficiaries are women, including a significant number of Muslim women, demonstrating the far-reaching impact of these initiatives in improving livelihoods and economic independence.

The Indian government remains committed to ensuring the socio-economic and educational empowerment of minority communities. By providing targeted skill development programs, financial assistance, and entrepreneurship support, these schemes play a crucial role in promoting inclusive growth and fostering self-reliance among minority citizens.
