Arunachal Pradesh Introduces 'Bottom to Top' Approach for Holistic Development

Arunachal Pradesh is set to revolutionize its planning framework with a 'Bottom to Top' approach starting in the 2025-26 fiscal year, Chief Minister Pema Khandu announced on Wednesday. This new planning strategy positions districts as the primary decision-making units, placing local needs at the forefront.

Speaking at the assembly regarding the upcoming budget, Khandu revealed an initial Rs 1,000 crore allocation for this innovative approach. Plans will be devised in collaboration with deputy commissioners, elected officials, and panchayat leaders to ensure they address genuine district-level needs. Pilot projects will be launched in each district to test the model.

Amid these changes, Khandu stressed the critical need for transparency and efficiency, citing taxpayer contributions as a cornerstone of responsible governance. The initiative includes a series of reforms, such as 'Cabinet Aap Ki Dwar' in TCL districts, aiming to accelerate development and improve security. Efforts extend beyond planning, with guardian ministers and mentor secretaries tasked to oversee and address ongoing challenges.
