This directive comes after reports surfaced of some officers attempting to sway their superiors through such tactics. Citing Rule 20 of the CCS (Conduct) Rules, 1964, the department emphasized that no government servant should attempt to influence superiors in service-related matters.

The advisory, intended for executive, assistant, and junior engineers, instructs them to avoid such practices, even if attempted indirectly through acquaintances. Violations of this rule will result in disciplinary action.
