Vice-President of India and Chairman of the Rajya Sabha, Shri C. P. Radhakrishnan, visited various sections of the Rajya Sabha Secretariat at Parliament House on Tuesday, interacting with officers and staff members while extending warm Deepawali greetings. His visit reaffirmed the importance of institutional excellence, teamwork, and professional dedication in ensuring the smooth functioning of India’s upper house of Parliament.

Engaging with Key Sections of the Secretariat

During his tour, Shri Radhakrishnan visited several crucial branches of the Rajya Sabha Secretariat, including the Table Office, Legislative Section, Question Branch, Members’ Salaries and Allowances Branch, Members’ Amenities Section, Bill Office, Notice Office, Lobby Office, and Reporters’ Branch. Each of these offices plays a vital role in the day-to-day legislative and procedural work of the Rajya Sabha.

He interacted personally with officers and employees, inquiring about their work processes, challenges, and suggestions to further improve operational efficiency. Officials briefed the Vice-President about their responsibilities — from handling legislative documents and managing Members’ queries to ensuring procedural accuracy and providing technical and administrative support during sessions.

Recognising the Backbone of Parliamentary Functioning

In his remarks, Shri Radhakrishnan commended the staff for their commitment, professionalism, and silent yet indispensable contributions to the effective functioning of the Rajya Sabha. He highlighted that while the work of the Members of Parliament (MPs) is visible to the public, the Secretariat staff play an equally significant behind-the-scenes role in upholding the dignity, discipline, and democratic ethos of Parliament.

“The Rajya Sabha Secretariat stands as the invisible backbone of our legislative system,” he said. “Your diligence ensures that our democratic machinery functions seamlessly. I encourage all of you to continue serving the nation with the same dedication, discipline, and sense of duty that strengthens parliamentary democracy.”

Encouraging Institutional Excellence

The Vice-President urged the staff to keep pace with the ongoing modernisation and digital transformation within Parliament, emphasising the need for innovation, adaptability, and constant learning. He lauded recent efforts to enhance paperless operations, digital documentation, and real-time information systems that have improved procedural transparency and efficiency in the Rajya Sabha.

“India’s democracy is evolving, and so must our institutions. The adoption of technology, data management systems, and digital workflow has made Parliament more citizen-centric and accountable. The Rajya Sabha Secretariat must continue leading this transformation,” he added.

Deepawali Greetings and Spirit of Service

Marking the festive occasion, Shri Radhakrishnan conveyed his Deepawali greetings to all employees, encouraging them to uphold the spirit of harmony, teamwork, and service that defines public administration. He reminded the Secretariat staff that their collective dedication contributes directly to the functioning of democracy and the welfare of the nation.
