CGCA Western Zone Review Conference Concludes in Goa, Focus on Efficiency & Service

The two-day Western Zone Review Conference of the Office of the Controller General of Communication Accounts (CGCA) successfully concluded today in Candolim, Goa. The conference brought together senior officials to review critical functional areas and strengthen the operational performance of CGCA offices across the Western Region.
The sessions were presided over virtually by Smt. Vandana Gupta, Controller General of Communication Accounts, while the proceedings on-ground were led by Shri Sanjay Kumar Bariar, Principal CCA, Western Zone.
During the conference, exhaustive discussions were held on key operational sectors including Revenue Administration, Pension Management, Digital Bharat Nidhi implementation, and Internal Audit mechanisms. Representatives from Western Zone CCA offices, including Gujarat, Maharashtra & Goa, Madhya Pradesh, Rajasthan, and Chhattisgarh, participated in the review.
It was noted that the CCA offices across the region collectively support over 1 lakh telecom pensioners, ensuring seamless disbursement of approximately ₹5,000 crore annually. In addition, the offices play a major role in national revenue mobilization by collecting close to ₹6,000 crore through License Fees and Spectrum Usage Charges, contributing significantly to the Government of India’s non-tax revenue stream, especially under the Digital India and telecom reforms framework.
Addressing the attendees virtually, Smt. Sunita Chandra, Director General, Telecom, acknowledged the vital role of CGCA offices in supporting telecom stakeholders and improving user-focused delivery systems. She emphasized digital transformation, automation, and skill enhancement as crucial next steps.
In her concluding remarks, CGCA Smt. Vandana Gupta praised the timely pension processing, improved grievance redressal mechanism, and strengthened financial compliance achieved across the Western Zone. She encouraged enhanced adoption of digital tools, real-time monitoring mechanisms, and uniform SoPs to drive transparency and accountability.
Expressing gratitude, Shri Sanjay Kumar Bariar, Principal CCA, commended the productive deliberations and strategic direction received from the CGCA leadership.
The conference formally concluded with a vote of thanks delivered by Dr. Satish Chandra Jha, Controller of Communication Accounts, Maharashtra & Goa, acknowledging the commitment, cooperation, and active participation of all delegates.
The event marks another milestone in CGCA's efforts toward modernization, digital governance, and strengthening India's communication regulatory and financial management ecosystem.
