Civil society organizations in Manipur have appealed to Union Home Minister Amit Shah for transparency regarding the Suspension of Operations (SoO) agreement with Kuki-Zo militant groups. The Indigenous People's Forum, Manipur (IPFM) and the Foothills Naga Co-ordination Committee (FNCC) have expressed concerns over the presence of armed militants in the state.
Signed to restore peace, the SoO pact has faced challenges amidst ongoing ethnic violence. The memorandum underscores the necessity for enforcing agreement conditions and seeks clarity on whether recent modifications have been implemented. 2,167 militants are reportedly in designated camps, raising questions about compliance.
With Manipur witnessing severe ethnic conflict since May 3, 2023, the call for a transparent review of the SoO pact is urgent. The state's ongoing unrest, marked by hundreds of deaths and displacement, emphasizes the need for effective governance to restore public confidence and safety.
