The Election Commission of India (ECI) has deployed 1,111 observers across five poll-bound states and Union Territory, along with bye-elections in six states, as part of its intensified efforts to ensure violence-free and inducement-free elections.

The large-scale deployment comes ahead of the 2026 General Elections to Legislative Assemblies in Assam, Kerala, Tamil Nadu, West Bengal and Puducherry, reinforcing the Commission’s commitment to transparent and credible electoral processes.

Observers as ‘Eyes and Ears’ of the Commission

Chief Election Commissioner Gyanesh Kumar had earlier emphasised that every voter must be able to cast their vote “without fear or favour.”

In line with this directive, observers will:

  • Act as the field-level representatives of ECI

  • Monitor poll conduct and administrative machinery

  • Address complaints from candidates, political parties and citizens

  • Ensure compliance with the Model Code of Conduct

Officials described the observers as the “eyes and ears” of the Commission during the election period.

State-Wise Deployment: West Bengal Sees Highest Oversight

The ECI has deployed three categories of observers—General, Police and Expenditure Observers—to oversee different aspects of the electoral process.

  • General Observers: 557

  • Police Observers: 188

  • Expenditure Observers: 366

  • West Bengal (294 constituencies):

    • 294 General Observers

    • 84 Police Observers

    • 100 Expenditure Observers

  • Tamil Nadu (234 constituencies):

    • 136 General Observers

    • 40 Police Observers

    • 151 Expenditure Observers

  • Kerala (140 constituencies):

    • 51 General Observers

    • 17 Police Observers

    • 40 Expenditure Observers

  • Assam (126 constituencies):

    • 51 General Observers

    • 35 Police Observers

    • 50 Expenditure Observers

  • Puducherry (30 constituencies):

    • 17 General Observers

    • 4 Police Observers

    • 17 Expenditure Observers

  • Bye-elections (8 constituencies):

    • 8 observers in each category

Observers to Be On Ground by March 18

The Commission has directed all observers to reach their assigned constituencies by March 18, 2026.

Once deployed, observers will:

  • Publicly share their contact details

  • Set daily time slots to meet stakeholders

  • Hear and address election-related grievances

This mechanism is aimed at ensuring real-time grievance redressal and transparency.

Legal Backing and Authority

Observers are appointed under:

  • Article 324 of the Constitution of India

  • Section 20B of the Representation of the People Act, 1951

They are empowered to:

  • Oversee poll arrangements

  • Report violations directly to the Commission

  • Ensure efficient and impartial election management

Focus on Clean, Transparent Elections

The deployment reflects ECI’s heightened focus on:

  • Preventing electoral violence

  • Curbing money power and inducements

  • Strengthening ground-level monitoring

With multiple states going to polls simultaneously, the Commission is leveraging a robust supervisory framework to maintain electoral integrity.
