UPSC's New Exam Guidelines Aim for Transparency and Fairness

Starting in 2026, the Union Public Service Commission will publish provisional answer keys for the civil services prelims on its website post-examination. This move follows a Supreme Court directive aimed at ensuring fairness. Measures like inter-subject moderation and a dedicated portal for challenging errors are also being put in place.

In an effort to increase transparency in the competitive landscape of India's civil services examination, the Union Public Service Commission (UPSC) has unveiled new guidelines. Announced in the Rajya Sabha, these guidelines include the online publication of provisional answer keys shortly after the preliminary exams, beginning in 2026.

This policy shift follows a Supreme Court directive and will also apply to other structured examinations conducted by the UPSC. The Commission aims to ensure a level playing field through inter-subject moderation and will release preliminary exam results only after the final results are declared.

A host of new measures, including a 'question paper representation portal' for flagging discrepancies, will allow candidates to challenge errors effectively from 2026 onwards, as reiterated by Union Minister Jitendra Singh. The Commission will also address grievances via the Centralised Public Grievance Redress and Monitoring System (CPGRAMS).
