Central government employees across India must complete competency-linked courses relevant to their roles each year, with completion impacting their annual performance appraisal reports. This was disclosed to the Rajya Sabha by Union Minister of State for Personnel, Jitendra Singh. The initiative underscores a shift to competency-based capacity building.
An integrated platform, iGOT, will facilitate this mandatory training, correlating directly with role-specific skills and continuous development. This approach is encapsulated in the government's Framework of Roles, Activities, and Competencies (FRAC), which aligns governmental roles with required behavioral, functional, and domain competencies.
Minister Singh also highlighted that details about the engagement of consultants are managed by individual ministries under the General Financial Rules, 2017. These rules guide the hiring of external professionals, ensuring compliance with fundamental principles.
