Goa and Cochin Port Authority Adopt Digital Pension Platform to Boost Citizen-Centric Governance

In a major push towards technology-driven, citizen-centric governance, the Government of India has expanded the footprint of its flagship digital pension platform SAMPANN with its adoption by the State Government of Goa and the Cochin Port Authority (CPA).
The agreement marks a significant milestone in the reuse of national digital public infrastructure (DPI) across institutions, reinforcing the government’s commitment to delivering seamless, transparent, and efficient public services.
Strengthening Digital Governance Through SAMPANN
The agreement was signed between:

The move is expected to enhance pension administration efficiency and extend digital service delivery to a broader base of beneficiaries.
What is SAMPANN?
SAMPANN (System for Accounting and Management of Pension) is a cloud-based, end-to-end pension management platform developed by the Department of Telecommunications and managed by the CGCA.
Launched in December 2018, the platform covers the entire pension lifecycle, including:

Accounting and disbursement

Real-time tracking and grievance redressal
By integrating all processes into a single digital system, SAMPANN eliminates delays, reduces paperwork, and enhances transparency.
Scale and Impact: ₹72,000 Crore Disbursed
Highlighting the scale of the platform, the Minister of Communications noted that:

SAMPANN currently disburses ₹1,650 crore in pensions every month

A cumulative amount of ₹72,000 crore has already been disbursed through the system
These figures underscore the platform’s robustness and its role as a key pillar of India’s digital governance architecture.
From Office-Centric to Citizen-Centric Governance
The Minister emphasized a fundamental shift in governance philosophy:
“Earlier, citizens had to run around government offices. Today, services are reaching the doorstep of citizens.”
He added that onboarding new institutions onto SAMPANN reflects the government’s vision of “service delivery at scale”, leveraging digital platforms to ensure accessibility and efficiency.
Expanding the Ecosystem
The Minister also directed the Department of Posts (DoP) and Department of Telecommunications (DoT) to explore onboarding of DoP pensioners onto SAMPANN, indicating further expansion of the platform’s reach.
The adoption by Goa and CPA is expected to serve as a model for other states, ports, and public sector organisations, accelerating nationwide adoption of unified pension systems.

The event also saw the release of the SAMPANN Coffee Table Book, showcasing how digital platforms are transforming public service delivery in India.
