PM Modi Hails Shri Harivansh’s Third Term as Rajya Sabha Deputy Chairman

Prime Minister Shri Narendra Modi on Friday addressed the Rajya Sabha to congratulate Shri Harivansh on his historic re-election as Deputy Chairman for a third consecutive term, describing the achievement as a rare testament to the trust, respect, and confidence he commands across the House.
Calling the moment “unprecedented in parliamentary history,” the Prime Minister said the consecutive re-election reflects not only Shri Harivansh’s experience but also his inclusive approach and dignified conduct in public life. “Being elected for the third consecutive term is a stamp of approval from the House on his experience, his inclusive approach, and his dignified work style,” PM Modi remarked.

The Prime Minister noted the unique significance of the date, April 17, which coincides with the birth anniversary of former Prime Minister Chandra Shekhar. Highlighting Shri Harivansh’s close association with the late leader, PM Modi said the beginning of his third term on this day adds symbolic depth to the occasion.
He recalled that Shri Harivansh had worked closely with Chandra Shekhar throughout his political journey and had also authored books chronicling his life and contributions, underlining his intellectual engagement with India’s political history.
From Journalism to Parliamentary Leadership
Tracing Shri Harivansh’s professional journey, the Prime Minister praised his distinguished career in journalism, marked by intellectual depth and strong convictions. He noted that even during his tenure as Chief Minister of Gujarat, he regularly followed Shri Harivansh’s writings, which combined analytical sharpness with a balanced perspective.
“His writing had sharp edges, but his speech and conduct always remained gentle and courteous,” PM Modi observed, highlighting the rare blend of firmness and humility that defines Shri Harivansh’s personality.
The Prime Minister also referred to his influential column series “Hamara Sansad Kaisa Ho”, which explored the ideals of parliamentary conduct and responsibilities. He suggested that the insights from these writings could serve as valuable guidance for newly elected Members of Parliament across both Houses.

PM Modi underscored Shri Harivansh’s exemplary discipline and work ethic, noting his consistent presence in the Rajya Sabha even when not presiding over proceedings. This, he said, reflects a deep commitment to parliamentary duties and sets a benchmark for other legislators.

Sharing a personal anecdote, PM Modi recounted Shri Harivansh’s visit to the United States in 1994, where he chose to spend his time studying universities to understand the educational systems driving development. This, he said, reflects a lifelong commitment to knowledge and nation-building.
Despite his national stature, Shri Harivansh has maintained a strong connection with his village roots, actively participating in community life and contributing to local development.
Strengthening Parliamentary Institutions
The Prime Minister also acknowledged Shri Harivansh’s role in capacity building for State Legislatures and his contributions to the Commonwealth Parliamentary Association, which have helped showcase India’s democratic strength on the global stage.
Recalling their collaboration during the construction of the new Parliament building, PM Modi described Shri Harivansh as a meticulous and innovative contributor who brought clarity and creativity to key decisions, from naming ceremonies to institutional design elements.
