In a major boost to India's aviation infrastructure ambitions, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the extension of the Airports Authority of India's (AAI) land lease to MIHAN India Limited (MIL), clearing the path for the long-awaited transformation of Nagpur's Dr. Babasaheb Ambedkar International Airport into a world-class aviation and logistics hub.

The decision enables MIL to formally license the airport to GMR Nagpur International Airport Limited (GNIAL) for a concession period of 30 years from the Commercial Operation Date (COD), marking a critical milestone in the implementation of the ambitious Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN) project.

The approval is expected to unlock large-scale infrastructure investment, accelerate modernization and position Nagpur as one of India's most strategically important aviation, cargo and economic gateways in Central India.

The Cabinet approval specifically extends the lease period of AAI land leased to MIHAN India Limited beyond 6 August 2039, ensuring that the lease duration aligns with the 30-year concession agreement awarded to GNIAL.

Officials said the move effectively resolves a key structural obstacle that had delayed the airport's transition under the Public-Private Partnership (PPP) framework.

"With extension of the lease period of the AAI land leased to MIL beyond 06.08.2039, it would now become co-terminus with the 30 years concession period of GNIAL, paving the way for handing over of airport to GNIAL," the government stated.

The development is being viewed as a major breakthrough for the MIHAN project, which has long been envisioned as a transformative logistics, cargo and aviation hub connecting India's central region to domestic and global markets.

Nagpur Airport Set for Massive Expansion

Under the new concession arrangement, GNIAL will lead the phased transformation of Nagpur's Dr. Babasaheb Ambedkar International Airport into a globally competitive airport capable of handling up to 30 million passengers annually.

The large-scale expansion is expected to significantly increase:

  • Cargo processing infrastructure

  • International connectivity

PPP Model Expected to Accelerate Modernisation

The airport will now be operated under a Public-Private Partnership model involving GMR Airports Ltd., one of India's leading airport infrastructure operators.

Government officials believe the combination of private sector operational efficiency and public sector oversight will help accelerate infrastructure development and improve passenger experience.

"This is expected to usher in a new era of growth and infrastructure advancement for Nagpur Airport. With private sector efficiency and government oversight, the airport is poised to see significant investment, modernization and improved passenger and cargo services," the statement said.

Industry experts note that India's airport privatization and PPP model has increasingly become central to the country's aviation expansion strategy, particularly as passenger traffic and cargo demand continue to grow rapidly.

Long and Complex Legal Journey Finally Resolved

The Nagpur airport modernization project has faced years of delays, legal disputes and procedural complications before reaching this stage.

Formation of MIHAN India Limited

In 2009, a Joint Venture Company — MIHAN India Limited (MIL) — was formed between:

  • Airports Authority of India (AAI) – 49%

  • Maharashtra Airport Development Company (MADC) – 51%

Although airport assets were transferred to MIL in 2009, the formal lease deed process was delayed due to land demarcation issues, resulting in the existing lease arrangement expiring in 2039.

Global Tender and GMR Bid

In 2016, MIL issued a global tender to identify a private operator for the airport under the PPP model.

GMR Airports Ltd. (GAL) emerged as the highest bidder with an initial quoted revenue share of 5.76%, which was later revised upward to 14.49% of gross revenue.

However, the bidding process was annulled by MIL in March 2020, triggering a prolonged legal battle.

Supreme Court Ruling

GMR Airports challenged the annulment before the Bombay High Court and later the Supreme Court of India.

In a significant judgment delivered on 27 September 2024, the Supreme Court ruled in favour of GMR Airports, effectively reviving the concession process.

Following the ruling, MIL signed the concession agreement with the second Joint Venture Company — GMR Nagpur International Airport Limited (GNIAL) — on 8 October 2024.

The Cabinet's latest approval now clears the final major hurdle for operational handover and project execution.
