The Ministry of Statistics and Programme Implementation (MoSPI) has released the finalised Guideline for Compilation of District Domestic Product (DDP) Estimates with the revised base year of 2022-23, marking an important step towards strengthening district-level economic statistics across India.

The National Statistics Office (NSO) had earlier placed the draft guidelines in the public domain on 7 April 2026, inviting feedback from States, Union Territories, academic institutions, researchers and other stakeholders. Following a detailed review of the suggestions received, the final version has now been approved and uploaded on the ministry's official website.

The new framework is expected to improve the quality, consistency and comparability of economic estimates at the district level across the country.

Uniform Framework for Economic Measurement

The guideline provides a comprehensive methodology for preparing Gross District Domestic Product (GDDP), Net District Domestic Product (NDDP) and district-level Per Capita Income estimates.

Officials said the document establishes a standardised framework that can be adopted by all States and Union Territories, ensuring that district economic data is compiled using uniform concepts, definitions and estimation procedures.

The guideline explains the scope of coverage, data sources, estimation techniques and methodologies required for producing reliable district-level economic indicators under the revised base year framework.

By promoting common standards, the government aims to enhance the credibility and usefulness of district economic statistics for planners, policymakers and researchers.

Greater Focus on Bottom-Up Estimation

A key feature of the new guideline is its emphasis on a bottom-up approach for compiling district domestic product estimates wherever district-level data is available.

Under this method, economic activity is measured directly at the district level, providing more accurate estimates of local economic performance.

In sectors where detailed district-level data is not readily available, the guideline recommends the use of carefully designed top-down approaches and allocation indicators to derive district estimates in a consistent and transparent manner.

This balanced approach seeks to ensure comprehensive coverage across all sectors while maintaining methodological rigor.

Supporting Local Planning and Development

At present, 26 States and Union Territories are already compiling District Domestic Product estimates. MoSPI is working to bring all States and UTs onto a common framework so that economic statistics can be produced in a harmonised manner across the country.

The ministry believes the availability of reliable district-level economic data will play a crucial role in decentralised planning and governance.

Accurate DDP estimates can help governments identify regional disparities, assess local economic performance, allocate resources more effectively and design targeted development programmes.

The guideline is also expected to strengthen statistical systems at the state and district levels by encouraging improvements in data collection, management and analytical capacity.

Officials said the initiative will support evidence-based policymaking, facilitate regional development analysis and improve decision-making at the grassroots level, contributing to more balanced and inclusive economic growth across India.
