The Ministry of Panchayati Raj will release a key report next week aimed at improving the quality of data available to State Finance Commissions, a move expected to strengthen fiscal planning and decision-making for local governments across India. The Report of the Committee on Datasets for State Finance Commissions will be released on 8 June in New Delhi by Chief Economic Advisor to the Government of India, Dr. V. Anantha Nageswaran. The event will also feature a keynote address focusing on the growing importance of data-driven policymaking and evidence-based fiscal governance in supporting effective local self-government.

Focus on Improving Fiscal Decision-Making

The report has been prepared as part of the government's broader effort to strengthen fiscal decentralisation and improve the functioning of local governance institutions. State Finance Commissions play a crucial constitutional role under Article 243-I by reviewing the financial position of Panchayati Raj Institutions and recommending how financial resources should be shared between state governments and local bodies.

For these commissions to carry out their responsibilities effectively, access to reliable and up-to-date information is essential. Data relating to local government finances, population trends, infrastructure, public services and asset management forms the foundation of informed fiscal recommendations and planning.

Officials believe better data availability can improve transparency, strengthen policy decisions and support more efficient allocation of resources at the grassroots level.

Addressing Long-Standing Data Challenges

The committee was established by the Ministry of Panchayati Raj following concerns raised during the Finance Commissions' Conclave on Devolution to Development held in November 2024.

Participants at the conclave highlighted the difficulties faced by State Finance Commissions in obtaining comprehensive datasets from various government departments and agencies. The lack of accessible and standardised information was identified as a major obstacle affecting both the quality and timeliness of commission recommendations.

The newly prepared report seeks to address these challenges by identifying the datasets most critical to fiscal analysis and local governance planning.

It provides a structured roadmap for improving data collection, management and sharing mechanisms across institutions involved in local government administration.

Roadmap for Better Data Ecosystems

The report outlines recommendations aimed at improving data availability, standardisation, interoperability and institutional capacity within the systems that support local public finance analysis.

Its findings are expected to assist State Governments, State Finance Commissions, constitutional bodies, researchers and policy institutions working in the field of fiscal governance and decentralisation.

Senior officials, researchers and representatives from leading policy and research institutions are expected to attend the launch event, including Secretary of the Ministry of Panchayati Raj Vivek Bharadwaj and National Institute of Public Finance and Policy Associate Professor Dr. Manish Gupta.

The report is expected to become an important reference document for strengthening local government finances and supporting more informed decision-making as India continues efforts to deepen democratic decentralisation and improve governance at the grassroots level.
