Solar Community Hub Skill Vans Bring AI Learning to Underserved Communities

In a major push to strengthen digital inclusion and future-ready workforce development, Minister of State (Independent Charge) for Skill Development and Entrepreneurship, and Minister of State for Education, Shri Jayant Chaudhary flagged off five new Solar Community Hub Skill Vans. The initiative has been developed by Dell Technologies in partnership with the National Skill Development Corporation (NSDC) and is being implemented by the Learning Links Foundation.
The newly launched vans will operate across Uttar Pradesh, Delhi-NCR, Karnataka, Telangana and Maharashtra, taking technology-enabled learning directly to communities that often face barriers in accessing digital infrastructure and skill development opportunities. Powered entirely by solar energy, these mobile learning centres are designed to bring advanced training resources closer to youth, women and underserved populations, helping them build skills needed for a rapidly evolving job market.
AI-Enabled Learning Moves Beyond Basic Digital Literacy
The latest phase of the programme expands its focus beyond introductory digital literacy. Each skill van is equipped with laptops, interactive displays, internet connectivity and AI-enabled learning tools, creating mobile classrooms capable of delivering modern training experiences in remote and semi-urban locations. The programme will support more than 50 vocational institutes, higher education institutions and community organisations through customised skilling modules and structured employability pathways. Participants will receive training aligned with emerging industry requirements, preparing them for future careers shaped by technological change and digital transformation.
Speaking at the launch, Shri Jayant Chaudhary described the initiative as a step towards making technology and opportunity accessible across India. He said the skill vans combine clean energy, artificial intelligence and industry-focused training to help young people prepare for new opportunities in the evolving economy.
Dell Technologies India President and Managing Director Manish Gupta said the project demonstrates how collaboration between government, industry and communities can create a meaningful impact. According to him, the vans will help equip learners with skills required for jobs of the future while allowing them to learn within their own communities.
The Solar Community Hub Skill Van initiative has grown significantly since its introduction in the financial year 2022-23. According to programme data, the initiative has already reached 18 districts across 14 states and directly impacted around 2.67 million beneficiaries. The model combines renewable energy with digital education, making it particularly useful in locations where access to reliable infrastructure remains limited. By taking technology directly to communities, the programme reduces geographical barriers that often prevent people from accessing quality training.
Dell Technologies currently operates 63 Solar Community Hub Skill Vans across 12 countries, making it one of the company's largest programmes focused on bridging the digital divide. With the addition of five new vans, the programme is expected to expand its reach further, creating more opportunities for skill development, digital empowerment and employment readiness among communities that are often left out of the technology ecosystem.
