Amit Shah Launches Digital Land Port System to Strengthen Border Trade and Security

The newly launched LPMS brings multiple agencies and stakeholders onto a single digital platform, creating a real-time management system for cargo, passengers and vehicles moving through land ports.

Union Home Minister and Minister of Cooperation Amit Shah has launched the Land Port Management System (LPMS), known as 'VINIMAY', a digital platform designed to modernise the management of India's land ports and strengthen border security, trade facilitation and cross-border connectivity.

The launch took place in New Delhi in the presence of senior officials, including the Union Home Secretary, the Director of the Intelligence Bureau, the Secretary for Border Management and the Chairman of the Land Ports Authority of India.

Speaking at the event, Shah said land ports have evolved significantly since 2014 under the leadership of Prime Minister Narendra Modi. He noted that land ports are no longer viewed solely from a security perspective but have become important centres for trade, people-to-people engagement and the development of border regions. He said efficient border management is particularly important for a country like India, which shares extensive land borders with several neighbouring nations.

'VINIMAY' to Reduce Delays and Eliminate Most Paperwork

The newly launched LPMS brings multiple agencies and stakeholders onto a single digital platform, creating a real-time management system for cargo, passengers and vehicles moving through land ports.

According to Shah, the platform has been developed with a strong focus on both security and operational efficiency. It will support the government's broader Smart Border initiative and contribute to creating a more secure and technologically advanced border management system.

One of the most significant benefits of the system is the reduction in paperwork. Nearly 90 percent of manual documentation is expected to be eliminated through digital processes. The platform includes a Single Electronic Window system and Automatic Number Plate Recognition (ANPR)-based gate operations that will streamline movement through land ports. Truck waiting times are projected to decline by 40 to 60 percent, while gate processing times could fall by 22 to 35 percent.

The system will also enable seamless data sharing among agencies such as ICEGATE, the Central Board of Indirect Taxes and Customs (CBIC), the Border Security Force (BSF), the Directorate General of Foreign Trade (DGFT), UIDAI and the Unified Logistics Interface Platform (ULIP), improving coordination and information exchange.

Land Port Trade Sees Sixteen-Fold Growth Since 2014

Highlighting the transformation of India's land ports, Shah said trade handled through land ports has grown dramatically over the past decade. Annual trade volume has increased from approximately ₹5,000 crore in 2014 to around ₹83,000 crore today, representing a sixteen-fold rise.

India currently operates 15 land ports, while 11 additional ports are expected to become operational over the next two to three years. The Home Minister expressed confidence that the integration of LPMS with the Smart Border framework would strengthen both India's economic security and national security.

During his address, Shah also reflected on the completion of 12 years of Narendra Modi's tenure as Prime Minister. He highlighted achievements in housing, healthcare, financial inclusion, rural development and poverty reduction, stating that governance during this period has focused on performance, welfare delivery and inclusive development.

The launch of VINIMAY is expected to accelerate trade, improve border infrastructure, strengthen security mechanisms and enhance connectivity between India and its neighbouring countries while supporting the broader vision of technology-driven governance.
