Haryana Assembly passes ten bills on concluding day of session

The Haryana Assembly on the concluding day of its monsoon session on Tuesday passed ten Bills including the Haryana Control of Organised Crime Bill . The Assembly passed the stringent law on the lines of Maharashtra's MCOCA to check organised crime in the state.

Notably, majority of opposition MLAs including from the Congress and INLD were absent when the bills were taken up and then passed by the House. It was not only the last day of monsoon session, but also the last session of current Assembly as the state is set to go to polls in October.

Among the other bills that were passed included the Sports University of Haryana Bill, 2019 to establish and incorporate a sports varsity in the state, a specialized university, to promote sports education in the areas of sports sciences, sports technology, sports management and sports coaching. The Vidhan Sabha also passed an amendment Bill by adding beef in the stringent cow protection law which Haryana had earlier passed.

The Haryana Gauvansh Sanrakshan and Gausamvardhan Amendment Bill, 2019 was passed to amend the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015. "The amendment in the 2015 Act has been made due to the fact that criminals booked under this act were taking the advantage of flexibility/ambiguity in the provisions mentioned under this Act and easily got their vehicles released on 'superdari'.

"Therefore Section 16 of the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015 has been amended by changing the word 'cow' to 'cow or beef' thus adding the word 'beef' which was missing in all places in Section 16 of the Act," as per the Bill. The Assembly also passed the Haryana Municipal (Second Amendment) Bill, 2019 to amend the Haryana Municipal Act, 1973.

The government has already implemented to conduct the election of Mayors of Municipal Corporations in the state directly by the eligible voters by making the necessary provision in the Haryana Municipal Corporation Act, 1994. The election of Presidents of Municipal Councils/Committees is still being held indirectly by the elected members of the concerned Municipal Councils/Committees.

"Therefore, it has been decided to hold the elections of Presidents of Municipal Councils and Committees, on the pattern of election of Mayors of Municipal Corporations, directly by the eligible voters under the supervision and control of State Election Commission," the House was informed.
