This agreement involves using drone surveys to generate data on land status, including encroachments and unauthorized constructions. Multiple meetings, chaired by Saxena and attended by senior officials, revealed no progress on the agreement.

Despite commitments to finalize the agreement and start work in June, the officer failed to show results. This delay undermines the directives issued by Saxena and the High Court of Delhi, prompting the decision for his immediate repatriation.
