In a decisive move to combat the rising issue of spam calls, the Telecom Regulatory Authority of India (TRAI) has mandated that all Access Service Providers immediately halt voice promotional calls—whether pre-recorded, computer-generated, or otherwise—from Unregistered Senders or Telemarketers (UTMs) utilizing Telecom resources such as SIP/PRI.

Key directives issued to Access Service Providers include:

Immediate Halt: All promotional voice calls from unregistered Senders or UTMs using Telecom resources must cease immediately.

Disconnection and Blacklisting: Should any unregistered Sender or UTM misuse Telecom resources for commercial voice calls, leading to consumer complaints:

Their telecom resources may be disconnected by the Originating Access Provider (OAP) for up to two years.

The Sender will be blacklisted by the OAP for up to two years.

The blacklisting information must be shared with other Access Providers via the DLT platform within 24 hours, who will then disconnect all telecom resources allocated to the Sender within the next 24 hours.

No new telecom resources will be allocated to the Sender during the blacklisting period.

DLT Migration: Unregistered Senders or UTMs must migrate to the DLT platform within one month of the directive and submit a compliance report within seven days thereafter.

Regular Updates: Access Providers are required to provide regular updates on their actions to TRAI on the 1st and 16th of every month.

This stringent regulation by TRAI aims to significantly reduce spam calls and alleviate consumer complaints by enforcing stricter compliance measures for telemarketing practices.
