MONRE cooperates with AFD to execute GEMMES program
The evaluations from the program will be used for identifying Viet Nam’s status in negotiations on climate and optimizing adaption investment for localities.

The Ministry of Natural Resources and Environment Vietnam is cooperating with the French international development agency (AFD) to smoothly execute the "Generalized Monetary Macroeconomics for the Ecological Shift" (GEMMES) program.
GEMMES, a new tool to make macroeconomic models was initiated by AFD in 2015. The objective of the program is to provide the prediction about impacts of climate change on socio-economic activities in Viet Nam.
GEMMES makes it possible to combine the impact of global warming and the increased scarcity of natural (energy and mineral) resources with the dynamics of capital, private and public debts, and under-employment.
According to AFD Director Fabrice Richy, the program heads to apply updated research methods on climate change's effects on the economy, thus releasing evaluations on damages and adaption of Viet Nam. The evaluations from the program will be used for identifying Viet Nam's status in negotiations on climate and optimizing adaption investment for localities.
In the coming time, AFD will work closely with MONRE to develop models and scenarios for the climate change impact on socio-economic development in Vietnam, particularly in Mekong River Basin with the most accurate data. At the same time, adaptation solutions will also be identified in order to help Mekong River Basin to mitigate and respond to climate change's impacts.

AFD has committed to provide 200 million Euro ODA loan under the 'Support Program to Respond to Climate Change' (SPRCC) and increase from 20 to 50 million Euros annually in the period 2016 - 2020.
