The World Bank estimates that the Amazon's economic value to local communities is USD 317 billion annually. Globally, the Amazon provides a theoretical annual value of USD 210 billion due to its role as one of the planet's largest carbon sinks. Despite a recent slowdown in deforestation rates, restoring the Amazon remains crucial for carbon sequestration, biodiversity enhancement, and local socioeconomic development.
Innovative financial instruments are emerging to support large-scale sustainable forest management by integrating capital markets with carbon markets. One such instrument is the Carbon Removal Unit (CRU), which represents one ton of carbon removed from the atmosphere through reforestation or afforestation. CRUs are becoming increasingly valuable as companies seek to meet voluntary climate commitments.
The World Bank has introduced a groundbreaking 9-year, USD 225 million Amazon Reforestation-Linked Outcome Bond, linking investor returns to the issuance and monetization of CRUs. This principal-protected bond mobilizes approximately USD 36 million in capital to support Mombak, a Brazilian company specializing in large-scale reforestation projects. The bond's unique structure includes a guaranteed fixed return for investors, with additional returns based on the CRUs generated by Mombak's reforestation activities.
Jorge Familiar, Vice President and Treasurer of the World Bank, described the bond as a significant step forward, stating, "This new outcome bond is a remarkable win-win, bridging capital markets investors with reforestation projects that safeguard one of our most valuable natural resources while delivering rich biodiversity, climate, and social benefits."
The bond features a reduced guaranteed return compared to standard World Bank bonds, with the differential used to fund Mombak's projects. Mombak is tasked with reforesting degraded Brazilian pastureland with native and biodiverse tree species. Investors benefit from potential enhancements over traditional World Bank bonds if the reforestation projects meet their goals.
Gabriel Silva, co-founder and CFO of Mombak, expressed enthusiasm about the deal, noting, "We are thrilled to partner with the World Bank and HSBC in this largest outcome bond transaction to date. This first debt transaction for biodiverse reforestation will help unlock debt capital markets for the industry."
Microsoft has also committed to purchasing CRUs from Mombak, underscoring the importance of corporate agreements in financing nature-based carbon removal projects. Brian Marrs, Senior Director for Energy & Carbon Removal at Microsoft, highlighted the significance of such initiatives: "The World Bank's innovative approach to conservation finance in the Amazon supports forest protection and sustainable livelihoods, offering new tools for private investment in environmental initiatives."
