Government Forms Expert Panel to Revise Export Refund Rates
The government has established a committee, led by former secretary Neeraj Kumar Gupta, to evaluate the current refund rates for the RoDTEP and RoSCTL schemes for exporters. These schemes aid exporters by refunding taxes and duties incurred during manufacturing. The committee will propose updated rates by March 31, 2026.

The government has initiated a comprehensive review of export refund rates by forming a high-level committee headed by former secretary Neeraj Kumar Gupta. Tasked with evaluating the RoDTEP and RoSCTL schemes, the committee will consider current refund rates and propose revisions.
RoDTEP aims to refund various taxes, duties, and levies that manufacturers face but do not get reimbursed at different government levels. The scheme, initially announced with rates ranging from 0.3 to 4.3 per cent, is extended until March 2026.
Meanwhile, the RoSCTL scheme, introduced in 2021 for garment exporters, offers rebates on central and state levies. The committee includes SR Baruah and Vivek Ranjan, among others, and is expected to consult with various stakeholders before submitting its report by March 2026.
