UNESCO organises Transparency Education-Training Program in Senegal

The Government of Senegal has made education and training a priority sector for developing human capital, axis 2 of the Emerging Senegal Plan (PSE).

UNESCO, as the lead partner of Technical and Financial Partners (TFPs) of Senegal and Coordination Agency of the National Group of Partners in Education and Training (GNPEF), organized on 20 August 2018 in Dakar, an endorsement meeting of the Improved Quality, Equity and Transparency Education-Training (PAQUET-EF) Program, which aims to ensure quality education and learning opportunities throughout life at all.

The Government of Senegal has made education and training a priority sector for developing human capital, axis 2 of the Emerging Senegal Plan (PSE). Thus, in 2012, after the evaluation of the Ten-Year Education and Training Program (PDED) (2000-2012), it reoriented its educational policy, by 2025, through the drafting of the Sectoral General Policy Letter in January 2013, and through a sectoral plan for Education and Training called the Program for Improving Quality, Equity and Transparency Education-Training (PACKAGE- EF) (2013-2025).

The evaluation of the first phase (2013-2015) of the PAQUET-EF revealed the need to take in charge in the educational policy the new orientations of international, sub-regional and national level which impacted the education system and by the same update of the program. These include the 2030 Agenda (SDG4), the African Union Agenda 2063 and reforms of the WAEMU harmonized public finance framework. The revision of the program was also based on the PSE, the act III of the decentralization of the National Conference on Education and Training (ANEF), the National Consultation on the Future of Higher Education (CNAES), and the General Census of the Population of Habitat, Agriculture and Livestock (RGPHAE).

After this update, the documents constituting the PAQUET-EF (2018-2030) were subjected to an external evaluation, according to the criteria of the Global Partnership for Education (GPE) defined in the Guide for the evaluation of a sector plan for education (GPE / UNESCO, 2015). A draft evaluation report including a number of recommendations for the improvement of the revised PACKET was produced by the external evaluators. The national party, through the document entitled "Memorandum to take into account the recommendations of the external evaluation", meant that these recommendations were taken into account.

The PTF, who accompanied the Senegalese Government in this updating exercise, will also support it, as pointed out by Mr. Gwang-Chol Chang Acting Director. UNESCO Dakar, in its implementation: "To date, the TFPs' contribution intentions for the same period already included in the financing amount to two hundred and sixty-eight (268) billion CFA francs". Continuing his intervention, he added: "I would like to remind you that our financial contribution, as it has always been the case, will be accompanied by technical support, particularly through the provision of the necessary expertise for the proper implementation of the project. plan as well as for the capacity building of the national party. "

In total, seventeen partners endorsed the PAQUET-EF 2018-2030 at the meeting. A request for funding will be submitted in the coming days to GPE, which provides financial and technical support to developing country partners to facilitate the development, implementation and monitoring of sectoral education plans (ESPs) and Education Transition Plans (ETPs) to solicit US $ 42.6 million to support the implementation of the plan in its second phase.
