The Education Review Office (ERO) will soon be under new leadership following the appointment of David Ferguson as Chief Executive and Chief Review Officer. Education Minister Erica Stanford welcomed the appointment, saying ERO plays an important role in helping shape New Zealand's education system through its independent evaluations of schools, teaching practices and government education policies. The organisation is responsible for assessing how effectively schools are performing and whether education initiatives are delivering the results expected for students, families and communities.

As education systems continue to evolve, the Government has emphasised the importance of using reliable evidence to guide reforms and investment decisions.

Leadership Transition Recognised

According to the Minister, Ferguson's background in education positions him well to step into the role and provide strong leadership from the outset. His experience is expected to help him quickly become familiar with the organisation's priorities and ongoing work.

Stanford also acknowledged the contribution of those who have guided the organisation during the transition period. Ruth Shinoda has served as Acting Chief Executive since late 2025, helping maintain continuity while recruitment for the permanent position took place.

Tim Fowler was also recognised for stepping into the acting leadership role from May this year and supporting ERO's operations during the changeover.

The appointment comes at a time when education performance, student achievement and the effectiveness of school systems remain key areas of public interest. With a new Chief Executive in place, ERO is expected to continue its work providing independent reviews and analysis that support better outcomes for learners across New Zealand.
