Tharoor recalled a debate with former Health Minister Mansukh Mandaviya, urging for such legislation. He criticized the government's argument that protecting one profession could set a precedent for others. Tharoor expressed shock and sadness over the continued violence against doctors.

In August 2023, Tharoor introduced a bill aimed at protecting healthcare workers from workplace violence. The proposed legislation would make such violence a cognizable and non-bailable offence, with speedy investigations and special courts. Meanwhile, the West Bengal Governor's office has urged medical colleges to enhance security for women doctors and paramedics.
