Audit Unveils Delhi's Liquor Supply Irregularities: A Call for Reform

The Comptroller and Auditor General (CAG) of India released an audit highlighting discrepancies in Delhi's liquor supply system. Covering 2017-21, the report shows financial implications exceeding Rs 2,000 crore, lax regulatory measures, and enforcement faults. Significant changes in the 2021-22 Excise Policy also raised issues of compliance and revenue shortfall.

The Comptroller and Auditor General (CAG) of India has released a detailed audit report exposing critical oversights in Delhi's liquor supply regulation. Placed before the Delhi Legislative Assembly, the audit scrutinizes the period from 2017 to 2021, uncovering financial discrepancies amounting to Rs 2,026.91 crore.

The audit spotlighted numerous failings within the Delhi Excise Department, including improper monitoring and a lack of adherence to crucial rules. The issuance of licenses without adequate solvency checks and financial evaluations points to systemic lapses, allowing potential cartelization and impacting revenue.

The report also criticizes alterations made under the 2021-22 Excise Policy, which purportedly aimed at market transparency and prevention of monopolies. However, the policy's design flaws and weak implementation led to further financial loss, estimated at Rs 2,002 crore, underlining a need for stringent reforms.
