Edwin Palma, Colombia's Mines and Energy Minister, announced the ongoing discussions with the US Treasury's Office of Foreign Assets Control (OFAC) to secure a license for these investments. The Colombian state-run oil company, Ecopetrol, is also in talks with US officials to explore regulatory requirements needed to initiate ventures with Venezuela.

While recent US policy changes have ameliorated some sanctions on Venezuela's oil industry, enabling US companies to trade Venezuelan oil, Colombia has encountered barriers due to enduring restrictions. Efforts to restore economic ties come as Colombian President Gustavo Petro revitalized diplomatic relations with Venezuela in 2022.
