Ministry of Home Affairs spokesperson in a statement has said that "non-inclusion of a person's name in National Register of Citizens doesn't amount to his/her being declared a foreigner. Every individual left out from final NRC can appeal to Foreigners Tribunals, an increased number of which are being established."

The statement comes on the heels of looming deadline of 31st August when the final NRC list for Assam will be published.

The NRC process is aimed at identifying illegal immigrants in Assam that borders Bangladesh. Assam, which had faced an influx of people from Bangladesh since the early 20th century, is the only state having an NRC which was first prepared in 1951.
