The stormy budget session of both Houses of the Bihar Legislature came to an end on Friday, with Speaker Nand Kishore Yadav adjourning the assembly sine die and chairperson Devesh Chandra Thakur doing the same in the legislative council.
The session, which began on February 12 with an address by Governor Rajendra Vishwanath Arlekar, witnessed several significant developments. The Nitish Kumar-led NDA government won the trust vote on the opening day, while Speaker Awadh Bihari Choudhary was removed from his post through a no-confidence motion. Nand Kishore Yadav was subsequently elected as the new Speaker, while Narendra Narayan Yadav was chosen as his deputy.
During the session, Manoj Manzil, an MLA from Agiaon (Bhojpur) constituency representing CPI (Marxist-Leninist) Liberation, was disqualified following his conviction and life imprisonment in a murder case. Despite the contentious atmosphere, both Houses managed to pass 12 legislations over 11 working days. Key bills included the Bihar Control of Crime Bill-2024, Public Security Enforcement Bill-2024, Bihar Technical Services Commission (Amendment) Bill, Bihar Tax Disputes Settlement Bill-2024, Bihar VAT amendment Bill, and Bihar Madarsa Siksha board Bill.
Speaker Nand Kishore Yadav noted that the assembly received a total of 2,467 questions during the session, of which 1,931 were accepted. Similarly, in the Legislative Council, Thakur said 691 questions were submitted, with 595 approved. The council also discussed issues of public welfare through 56 calling attention notices and questions before being adjourned sine die.
