The UN Special Rapporteur on Torture, Alice Jill Edwards, has called on the Israeli government to investigate serious allegations of torture and other forms of inhumane treatment against detained Palestinians since the attacks of 7 October 2023. Edwards emphasized the necessity of humane treatment for all individuals deprived of liberty, as mandated by international human rights and humanitarian law, irrespective of the circumstances of their detention.

Key Allegations and Concerns

Detention Conditions: Reports indicate that thousands of Palestinians, including children, have been detained in Israeli Prison Service facilities and IDF camps.

Treatment of Detainees: Allegations include beatings, prolonged blindfolding and handcuffing, sleep deprivation, threats of physical and sexual violence, humiliation, and the use of degrading poses. The use of zip-tie handcuffs reportedly caused injuries and wounds.

Systemic Issues: Edwards expressed concern over the lack of accountability and transparency, which could foster an environment permissive of further abuses.

Overcrowding and Downgraded Conditions

Prison Overcrowding: The increase in the prison population since October 7 has worsened pre-existing overcrowding issues, resulting in deteriorating detention conditions.

Minimum Standards: Edwards asserted that the downgrading of conditions in detention facilities is unacceptable and that international minimum standards must be maintained at all times.

Calls for Action

Investigations: The Israeli authorities are urged to investigate all allegations of torture or ill-treatment promptly, impartially, and transparently. Accountability must extend to all levels, including commanders, and victims should be entitled to reparation and compensation.

International Access: Edwards called for immediate access for international human rights and humanitarian observers to all detention facilities where Palestinians have been held since the October attacks.

Support and Oversight: Edwards offered her support to the Israeli government in reviewing detention conditions and standards of treatment and expressed willingness to conduct an official visit to Israel for this purpose.
