Of the total, Rs 103.05 crore is designated for the Training Division, Institute of Secretariat Training and Management (ISTM), and Lal Bahadur Shastri National Academy of Administration (LBSNAA). Additionally, Rs 120.56 crore is set aside for various training schemes while Rs 86.13 crore is earmarked for the National Programme for Civil Services Capacity Building, also known as Mission Karmayogi. The Union Budget 2024-25, presented by Finance Minister Nirmala Sitharaman, outlines these allocations.

The Personnel Ministry's Training Division, ISTM in Delhi, and LBSNAA in Mussoorie conduct various programs including foundation courses, refresher courses, and mid-career training to enhance the skills of government employees. The budget also includes provisions for travel and course fees for officials belonging to the Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS).

Mission Karmayogi, regarded as the largest bureaucratic reform initiative, aims to make government employees more creative, proactive, professional, and technology-enabled. A fund of Rs 120.56 crore is allocated for training schemes such as 'training for all', foreign training, upgrading LBSNAA as a center of excellence, and improving ISTM's facilities.

Additionally, Rs 80 crore is allocated for administrative reforms, including the modernization of government offices and the promotion of e-governance, while Rs 2.6 crore is set aside for the propagation of the Right to Information (RTI) Act. The Central Administrative Tribunal (CAT), responsible for resolving public servant grievances, receives Rs 157.72 crore, and the Staff Selection Commission (SSC), which conducts central government job recruitment, is allocated Rs 418.15 crore.
