Under the Digital India Initiative, the government has made significant strides in enhancing internet connectivity across the country, extending beyond metropolitan areas to include tier-2 and tier-3 cities, as well as rural and remote regions.
As of March 2024, India has 954.40 million internet subscribers, with 398.35 million in rural areas. Additionally, by April 2024, 95.15% of India's 644,131 villages have 3G/4G mobile connectivity, highlighting substantial progress in bridging the digital divide.
The total number of internet subscribers has surged from 251.59 million in March 2014 to 954.40 million in March 2024, reflecting a Compounded Annual Growth Rate (CAGR) of 14.26%.
The BharatNet project aims to connect all Gram Panchayats (GPs) with Optical Fibre Cable (OFC) to provide broadband services to rural households. Out of 222,000 GPs planned under BharatNet's two phases, 213,000 have been made service-ready. The Amended BharatNet Program further targets providing OFC connectivity to 42,000 uncovered GPs and 384,000 remaining villages on demand, as well as 15 million Rural Home Fibre connections.
In addition, the government is covering 35,680 uncovered villages and habitations under the ongoing Universal Service Obligation Fund (USOF) schemes, including remote and challenging terrains such as hilly areas and dense forests. Approximately 9,000 of these villages have been equipped with 4G connectivity, with an expenditure of about ₹11,000 crore.
To support these efforts, the government has introduced several initiatives:
Amended licensing conditions in August 2022 to facilitate mobile tower installation in border areas.
Issuance and periodic updates of the Indian Telegraph Right of Way Rules 2016 for smoother telecom infrastructure rollout.
The Gati Shakti Sanchar Portal for expedited Right of Way (RoW) approvals in border regions.
Further, the Digital India Initiative includes various technology-driven startups and innovation schemes, such as Technology Incubation and Development of Entrepreneurs (TIDE 2.0), Gen-Next Support for Innovative Startups (GENESIS), and the Next Generation Incubation Scheme (NGIS), with a funding outlay of around ₹800 crore. The India BPO Promotion Scheme (IBPS) and North East BPO Promotion Scheme (NEBPS) have also been launched, establishing 246 BPO units across 27 States/UTs, including 104 smaller cities and towns.
These efforts underscore the government's commitment to expanding internet connectivity and fostering technological growth across all regions of India.
