The tribunal sharply criticized central, state, and local authorities for 'blatantly violating' solid waste management (SWM) rules and failing to prevent large-scale pollution and environmental degradation.

The NGT's order came in response to a letter petition about garbage being dumped on the embankment of the Rapti River in Gorakhpur. Highlighting the harmful impacts on air and water quality, the tribunal mandated strict enforcement of the prohibition and stipulated heavy fines for violators, demanding accountability and proper management of waste.
