The National Centre for Good Governance (NCGG) has officially launched its inaugural Advanced Leadership Development Programme on Public Policy and Governance for civil servants from the FIPIC/IORA region. The program, which began on August 5, 2024, and will run until August 16, 2024, is taking place at the NCGG campus in Mussoorie. It includes 40 distinguished participants from nations such as Seychelles, Somalia, South Africa, Indonesia, Sri Lanka, Tanzania, Madagascar, Fiji, Kenya, Maldives, and Mozambique. These participants hold significant positions, including Director General, Secretary, District Administrator, General Manager, Senior Human Resource Officer, and Industry Coordinator, representing key ministries and institutions from their respective countries.
The NCGG, an autonomous institution under India's Ministry of Personnel, Public Grievances, and Pensions, focuses on action research, studies, and capacity building at both national and international levels. The institution embodies the Indian philosophy of 'Vasudhaiva Kutumbakam'—"The world is one Family"—and is dedicated to strengthening bilateral ties and fostering global cooperation.
In his inaugural address, Shri V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), welcomed the participants. He emphasized the role of technology in enhancing government-citizen interaction and the importance of delivering services efficiently. Shri Srinivas discussed India's policy of "Minimum Government and Maximum Governance," highlighting efforts to digitally empower citizens through secretariat reforms, benchmarking governance, recognizing meritocracy, and improving e-services and grievance redressal processes. He encouraged participants to engage in discussions and share insights on topics such as Digital Governance, Civil Services history, Sustainable Development Goals, and Infrastructure Development, providing a holistic learning experience.
Denisea A. Clarisse, Director General of the Ministry of Local Government from Seychelles and leader of the delegation, expressed gratitude to the Indian government and NCGG for the initiative. She looked forward to exchanging knowledge, policies, and best practices from India, and gaining insights into the country's history and culture.
Dr. B. S. Bisht, Associate Professor at NCGG and Course Coordinator, provided a comprehensive overview of the NCGG's achievements and future plans. He detailed the Centre's objectives, activities, and milestones, noting that NCGG has trained civil servants from 23 countries, including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, and others, in addition to the current cohort.
The inaugural session was also attended by Smt. Prisca Poly Mathew, Chief Administration Officer, NCGG, Dr. Himashi Rastogi, Associate Professor, NCGG, and Dr. Gazala Hassan, Assistant Professor, NCGG. The program will be coordinated by Dr. B. S. Bisht, Dr. Sanjeev Sharma (Co-Course Coordinator), Shri Brijesh Bisht (Training Assistant), and Ms. Monisha Bahuguna (Young Professional).
