Prof. S.P. Singh Baghel Leads Efforts for Holistic Panchayat Development

Secretary of the Ministry, Shri Vivek Bharadwaj, highlighted the pivotal role of Panchayats in village development, describing them as a force multiplier for government schemes.

Union Minister of State for Panchayati Raj, Prof. S. P. Singh Baghel, inaugurated the National Workshop on the People's Plan Campaign 2024 – Sabki Yojana, Sabka Vikas at Dr Ambedkar International Centre in New Delhi. This workshop marks the preparatory phase for the nationwide launch of the campaign, scheduled for October 2, 2024. A video message from Union Minister of Panchayati Raj, Shri Rajiv Ranjan Singh, emphasized the critical role of Panchayati Raj Institutions (PRIs) and stakeholders in participatory Panchayat Development Plans aimed at achieving Sustainable Development Goals.

Promoting Community-Centric Development Plans

Prof. S.P. Singh Baghel described the campaign as a plan by the people, for the people, and of the people, urging Panchayat representatives to create Gram Panchayat Development Plans with a holistic approach that considers the needs of the entire village. He noted the unprecedented advancements in rural development over the past decade, crediting the substantial increase in grants from the Central Finance Commission under Prime Minister Shri Narendra Modi's guidance. He called for the effective utilization of these funds in development initiatives.

Integrating Sustainable Development Goals

Prof. Baghel highlighted the Ministry's localization of Sustainable Development Goals (SDGs) into nine focus areas. He stated that if every Panchayat systematically integrates these activities into their development plans, it can significantly contribute to realizing the vision of Gram Swaraj. He also expressed concern over declining groundwater levels in rural areas, urging Panchayats to prioritize water conservation and rainwater harvesting initiatives.

Launching Key Resources for Development

During the inaugural session, the Booklet on People's Plan Campaign (2024–25) for preparing Panchayat Development Plans was unveiled, along with the Annual Action Plan 2024–25 Report of the Rashtriya Gram Swaraj Abhiyan (RGSA). Prof. Baghel also launched the Hindi website of the Ministry of Panchayati Raj, enhancing accessibility for Hindi-speaking users.

Emphasizing Grassroots Participation

Secretary of the Ministry, Shri Vivek Bharadwaj, highlighted the pivotal role of Panchayats in village development, describing them as a force multiplier for government schemes. He emphasized the need for grassroots-level participation in Gram Sabha meetings and the importance of creating people-centric development plans that meet local needs. Shri Bharadwaj drew connections between Mahatma Gandhi's vision of Gram Swaraj and current efforts to empower Gram Panchayats, advocating for improved planning processes and meaningful convergence.

Addressing Rural Resilience and Prosperity

Shri Shailesh Kumar Singh emphasized a transformative shift in rural planning, moving from the Village Poverty Reduction Plan (VPRP) to the Village Prosperity and Resilience Plan (VPRP). This shift aims to create community demand-driven plans prepared by Self Help Group (SHG) networks, ensuring that local communities are directly involved in the planning process.

Highlighting Infrastructure and Clean Water Initiatives

Shri Chandra Bhushan Kumar commended the workshop's timing, aligning with Swachh Bharat Diwas and the ongoing Swachhata Hi Seva campaign. He underscored the significant progress in rural water supply, with piped water access rising from 17% in 2019 to 78% by 2024.

Leveraging Technology for Development

Shri Vikas Anand, Joint Secretary at the Ministry, announced the introduction of village-wise planning provisions in PESA Panchayats and the launch of PPC booklets in multiple languages to facilitate broader understanding. The workshop also featured live broadcasts in eight regional languages, utilizing AI-powered tools to promote inclusive communication.

Setting a Robust Foundation for Future Campaigns

The workshop gathered approximately 400 delegates from various sectors, including officials from government ministries, state Panchayati Raj Departments, and elected representatives. Participants focused on strategies for preparing and uploading effective Panchayat Development Plans (GPDPs).

Additionally, a short film showcasing AI/ML-based evidence planning was screened, highlighting the integration of technology in rural infrastructure assessments, including solar potential mapping for over 25,000 villages under the PM Surya Ghar Muft Bijli Yojana.

The National Workshop on the People's Plan Campaign 2024–25 successfully laid the groundwork for a participatory and inclusive planning process at the grassroots level, ensuring that community needs and aspirations are effectively addressed in the upcoming planning cycle. The focus on collaborative efforts, resource convergence, and the use of advanced technologies promises a brighter future for rural development in India.
