As Johannesburg prepares to welcome the New Year, the Johannesburg Metro Police Department (JMPD) has reminded residents to use fireworks responsibly to ensure public safety and compliance with local regulations.

In a statement shared on the social media platform X, JMPD outlined specific conditions under which fireworks may be used. On most celebratory days, fireworks are permitted between 7 PM and 10 PM. However, on New Year’s Eve, the permissible time extends from 11 PM to 1 AM.

While fireworks can enhance festive celebrations, the JMPD emphasized the importance of adhering to safety measures:

  • Fireworks are prohibited in public places such as schools, hospitals, old age homes, and within 500 meters of petrol stations or explosives factories.
  • Only licensed dealers are authorized to sell fireworks.
  • Large-scale fireworks displays require Council approval at least 14 days in advance.
  • Individuals under 16 are not permitted to handle fireworks without adult supervision.

Penalties for Non-Compliance

To enforce compliance, fines ranging from R100 to R1,500 may be imposed for violations such as:

  1. Igniting fireworks near animals, hospitals, old age homes, or petrol stations.
  2. Allowing minors to light fireworks without supervision.
  3. Failing to secure permission for large-scale displays or violating the terms of such permissions.
  4. Operating without a valid fireworks license in accordance with the Explosives Act.

JMPD's Enhanced Monitoring Efforts

The JMPD has committed to actively monitoring fireworks usage during the festive season. Officers will patrol neighborhoods, public spaces, and high-risk zones to ensure compliance with regulations. Fireworks that do not meet licensing standards or are used irresponsibly may be confiscated.

“Fines have been instituted to ensure adherence to the by-laws governing the use of fireworks in Johannesburg. JMPD may impound fireworks if dealers or individuals fail to comply with license conditions,” the department stated.

Fireworks Safety Tips for Residents

The JMPD also issued a series of safety tips for those planning to use fireworks:

  • Purchase fireworks only from licensed vendors to avoid substandard or dangerous products.
  • Maintain a safe distance from bystanders, animals, and buildings when igniting fireworks.
  • Have water or a fire extinguisher readily available in case of accidents.
  • Avoid pointing fireworks at people, vehicles, or flammable materials.
  • Refrain from using homemade or illegal fireworks.

Protecting Animals During Fireworks Displays

Fireworks can be particularly distressing for animals, often causing fear and anxiety. Residents are encouraged to:

  • Keep pets indoors during fireworks displays.
  • Create a calm environment by playing soft music or providing comforting items for pets.
  • Consult veterinarians for advice on calming pets, if necessary.
