The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has reinforced the government's commitment to ensuring the safety of customary initiations, emphasizing a zero-death target for the upcoming winter initiation season.
At a high-level engagement over the weekend with Eastern Cape traditional leaders, Hlabisa underscored the importance of collaboration in protecting the lives of young initiates while maintaining the sanctity of this revered cultural tradition. This meeting marked the fifth such engagement since December 2024, demonstrating the government's ongoing commitment to mitigating risks associated with initiation practices.
The urgency of these discussions follows the tragic loss of 28 young initiates during the 2024 summer initiation season. Responding to this crisis, Hlabisa had conducted an emergency oversight visit to the Eastern Cape in December to assess the situation and formulate a robust response plan.
A significant milestone achieved during the latest engagement was the unanimous approval of a comprehensive Safer Customary Initiation Plan. This strategy seeks to eliminate preventable deaths, strengthen oversight mechanisms, and enhance the accountability of all involved stakeholders.
Hlabisa lauded the proactive approach taken by traditional leaders, stating, "As CoGTA, we are unwavering in our dedication to working with traditional leaders to safeguard initiates while preserving our cultural heritage. Our collective mission is clear – no more deaths in initiation schools."
A focal point of the discussion was the eradication of illegal initiation schools, which continue to pose significant dangers to the safety of initiates. The Minister called for stronger law enforcement interventions and urged traditional leaders to take a firm stance in ensuring that only registered and regulated initiation schools operate within their communities.
With the winter initiation season fast approaching, Hlabisa stressed the need for the immediate implementation of the newly agreed-upon safety plan. He highlighted that accountability and collective responsibility will be pivotal in ensuring the success of these measures.
The engagement concluded with a strong commitment from all stakeholders to prioritize the safety and well-being of initiates while upholding cultural traditions with dignity and responsibility. Hlabisa encouraged all involved to take ownership of their roles in this crucial effort.
"We must all stand together and put an end to unnecessary deaths. Our cultural practices are a source of pride, and we have a solemn duty to pass them on safely from one generation to the next," he stated.
The government and traditional leadership will continue to monitor the implementation of the safety plan, ensuring that all necessary interventions are in place before the winter initiation season commences.
