In a decisive move to safeguard consumer rights, the Central Consumer Protection Authority (CCPA) has imposed a ₹10 lakh penalty on Rapido (Roppen Transportation Services Pvt. Ltd.) for running misleading advertisements and engaging in unfair trade practices.

The penalty comes in connection with Rapido's widely promoted offers—"AUTO IN 5 MIN OR GET ₹50" and "Guaranteed Auto"—which CCPA found to be false, deceptive, and in violation of consumer protection laws.

Mandatory Refunds to Affected Consumers

Alongside the financial penalty, CCPA has directed Rapido to reimburse all affected consumers who availed the offer but did not receive the promised ₹50 compensation. The refund must be made in full, without delay or additional conditions.

Misleading Claims and Hidden Restrictions

CCPA's investigation revealed serious gaps between Rapido's advertisement claims and the actual benefits provided:

  • The "₹50" compensation was not real currency but Rapido coins.

  • Even then, the offer was "up to ₹50", not a flat ₹50.

  • Rapido coins could only be redeemed against bike rides, not auto rides.

  • The coins carried a short validity of 7 days, forcing customers into repeat usage.

  • The disclaimer "T&C Apply" was displayed in tiny, unreadable fonts, concealing crucial limitations.

  • Terms and Conditions shifted liability to individual captains, contradicting the impression that Rapido itself guaranteed the service.

Such omissions and contradictions misled consumers, creating a false assurance of guaranteed refunds and assured services.

Rise in Complaints Against Rapido

Data from the National Consumer Helpline (NCH) shows a sharp increase in complaints against Rapido:

  • 575 complaints between April 2023 and May 2024.

  • 1,224 complaints between June 2024 and July 2025.

The complaints range from non-refunds, overcharging, failure to provide guaranteed services, deficiencies in customer support, and dissatisfaction with the "5-minute auto" assurance. Many of these grievances remain unresolved despite being escalated to the company.

Legal Provisions and CCPA's Mandate

The action against Rapido has been taken under Sections 10, 20, and 21 of the Consumer Protection Act, 2019, which empower CCPA to:

  • Investigate and curb misleading advertisements.

  • Impose penalties on companies engaging in unfair trade practices.

  • Order corrective measures and consumer reimbursements.

The advertisements were run for nearly 1.5 years (around 548 days) across multiple regions in India and in several languages, making their impact far-reaching. Given Rapido's presence in over 120 cities, the CCPA found the misleading campaign to have a widespread effect on consumers nationwide.

Guidelines Violated

The Guidelines for Prevention of Misleading Advertisements and Endorsements, 2022 clearly state that:

  • Disclaimers must not contradict the main claim.

  • Advertisements must not omit material information.

  • Claims must not create a false impression of assured benefits.

By failing to disclose key limitations and using vague disclaimers, Rapido's advertisements directly contravened these requirements, prompting regulatory action.

Advisory to Consumers

The CCPA has urged consumers to remain cautious when encountering advertisements that use terms like "guaranteed", "assured", or "no conditions" without explaining details. Consumers are encouraged to report misleading ads through the National Consumer Helpline:

  • Dial 1915 (toll-free).

  • Use the NCH mobile app.

  • File complaints on the NCH website.

A Warning to Industry

The action against Rapido serves as a warning to digital platforms and service providers that transparency, honesty, and fairness in advertising are non-negotiable. Companies that attempt to exploit consumers through half-truths, hidden disclaimers, or deceptive trade practices will face strict penalties and legal consequences.
