An updated Code of Conduct for the Public Sector is set to strengthen integrity, accountability, and professionalism across government, Public Service Minister Judith Collins says.

The refreshed Code provides clearer guidance for public servants and reinforces expectations that those serving New Zealanders act in the public interest at all times.

“New Zealanders expect the people who serve them to act with the highest integrity, accountability and professionalism,” Ms Collins says. “The new Code of Conduct resets those expectations and makes them clear for everyone working in the public sector.”

Responding to Workforce Culture and Integrity Risks

The updated Code builds on core public service values while introducing new standards to address key issues identified in the 2025 Public Service Census. These include concerns around merit-based appointments, workplace culture, respectful behaviour, and confidence in organisational integrity.

The changes are designed to provide stronger, more consistent guidance across agencies and support leaders to uphold high standards of conduct.

“Integrity requires strong leadership, sound judgement, and workplace cultures where people feel safe to speak up and do what is right — especially when no one is watching,” Ms Collins says.

Mandatory Training and Election Guidance Introduced

To support the implementation of the new standards, the Public Service Commission will introduce required training on the updated Code of Conduct, alongside refreshed General Election Guidance.

The election guidance sets out clear expectations for how public servants must act before, during, and after an election, reinforcing political neutrality and public trust in government institutions.

Strengthening Trust in Public Institutions

Ms Collins says the reforms are part of a broader effort to reinforce the fundamentals of good government and maintain public confidence in the state sector.

“We’re fixing the basics so New Zealanders have a public service that is not only effective, but exemplary — one that consistently serves the public interest and uses the powers entrusted to it appropriately.”

Implementation Timeline

The updated Code of Conduct for the Public Sector is now available on the Public Service Commission website. Supporting integrity learning resources will be released through the Leadership Development Centre in March 2026, when the new Code formally takes effect.
