Odisha Assembly Debates on PESA Implementation

In a heated debate on Monday, Congress MLAs in the Odisha Assembly expressed grave concerns about the prolonged delay in implementing the Panchayat (Extension to Scheduled Areas) Act (PESA) of 1996. They demanded a definitive ruling from Speaker Surama Padhy to push the government's action before the Budget session concludes.
During the Zero Hour, Congress Legislature Party leader Rama Chandra Kadam criticized the state government's lack of urgency in enabling PESA, questioning why, despite having a tribal chief minister, the necessary regulations to protect tribal rights remain stunted and land exploitation rampant. Kadam alleged that the BJP-led state government delays favoring corporates keen on exploiting mineral resources.
Echoing Kadam, Congress MLAs CS Raazen Ekka and Taraprasad Bahinipati highlighted the loss of tribal rights over natural resources and instances of unrest due to land acquisitions. The Congress members insisted on formulating rules and a House Committee to oversee and rectify the violation of tribal rights in scheduled areas.
