India's public health landscape is undergoing a decisive transformation, driven by innovation, data-led governance, and inclusive delivery models, as highlighted during the second and concluding day of the National Summit on "Innovation and Inclusivity: Best Practices Shaping India's Health Future." The high-level summit brought together policymakers, health experts, and state representatives to chart the next phase of reforms under the National Health Mission (NHM).

At the heart of the deliberations was the 17th Common Review Mission (CRM)—a critical, evidence-based assessment mechanism that evaluates the performance, efficiency, and reach of India's public health systems across States and Union Territories.

Data-Driven Insights Reveal Strong Progress in Healthcare Delivery

  • Rapid operationalization of Ayushman Arogya Mandirs, strengthening primary healthcare access

  • Expansion of comprehensive primary healthcare services, covering preventive, promotive, and curative care

  • Increased adoption of digital health solutions, including teleconsultation platforms

  • Significant gains in maternal and child health outcomes

  • Improved screening and management of non-communicable diseases (NCDs)

These advancements signal a shift toward a more integrated and patient-centric healthcare model, supported by technology and decentralized service delivery.

A recurring theme throughout the summit was the transformative role of digital health infrastructure. From telemedicine platforms to real-time data monitoring systems, digital tools are increasingly enabling faster decision-making and improved access to care—especially in remote areas.

However, policymakers emphasized a balanced approach. In her closing remarks, Smt. Aradhna Patnaik, Additional Secretary & Mission Director, NHM, underscored that digitalization must remain inclusive and user-friendly, ensuring that vulnerable populations are not left behind.

She called for:

One of the summit's most impactful outcomes was the identification of twelve high-impact, field-tested best practices from across India—demonstrating how localized innovation can drive national progress:

  • Gujarat: Data-driven audit mechanisms reducing TB mortality

  • Tamil Nadu: Integrated mental health and substance abuse response for students

  • Kerala: "Antibiotic-smart" hospitals tackling antimicrobial resistance

  • Jammu & Kashmir: Robust supply chain ensuring uninterrupted medicine availability

  • Assam: "Uttran" initiative improving maternal and child health outcomes

  • Chhattisgarh: Malaria eradication and follow-up care models

  • Haryana: Comprehensive NCD care frameworks

  • Jharkhand: Data-action integration through AMB T4 initiative

  • Madhya Pradesh: SUMAN ICCC and district-level maternal care systems

  • Maharashtra: "Matrusneh" maternal health program

  • Odisha: Urban geriatric healthcare services

  • Uttar Pradesh: Capacity building for neonatal and family planning services

These initiatives collectively demonstrate how States are aligning with national priorities while innovating locally—creating replicable, scalable solutions for a resilient healthcare system.

Looking ahead, the Ministry emphasized the need to transition from short-term gains to medium- and long-term system strengthening, aligned with the Sustainable Development Goals (SDGs) 2030.

Key priorities include:

  • Strengthening institutional frameworks

  • Scaling up best practices with contextual adaptation

  • Enhancing cross-state collaboration and knowledge exchange
