South Africa's Department of Basic Education (DBE) has moved to firmly defend the integrity and transparency of its national textbook catalogue development process, dismissing allegations of impropriety and underscoring what it describes as one of the country's most rigorously controlled educational procurement systems.

The department's response comes amid growing public scrutiny and criticism from some stakeholders who have questioned the fairness and transparency of the processes used to evaluate and approve learning and teaching support materials (LTSM) for schools across the country.

In a strongly worded statement issued on Tuesday, the DBE said its catalogue framework is specifically designed to ensure objectivity, fairness, quality assurance and cost-effectiveness, while protecting the procurement system from bias and undue influence.

"The department firmly rejects any insinuation of impropriety and reiterates that its catalogue development framework is founded on a rigorously controlled, anonymised screening process designed to ensure objectivity, fairness, and accountability at every stage," the DBE said.

Blind Screening Innovation Designed to Eliminate Bias

At the centre of the department's defence is a "blind screening methodology" — a system the DBE says represents a major innovation in educational material procurement in South Africa.

Under this model, all identifying information linked to publishers and authors is removed before evaluation begins. According to the department, evaluators only assess materials based on curriculum alignment, educational quality, language appropriateness and pedagogical effectiveness.

The DBE said the anonymised process eliminates the possibility of favouritism, publisher influence or reputational bias entering decision-making processes.

Education analysts note that blind review systems are increasingly regarded internationally as best practice in public procurement and academic evaluation because they help create a level playing field for both established and emerging publishers.

The department added that the framework not only protects the integrity of decision-making, but also stimulates competitive pricing among publishers.

"This blind screening methodology not only safeguards the integrity of decision making but also plays a critical role in fostering competitive pricing, thereby directly advancing the department's strategic objective of achieving more cost-effective and equitable procurement of learning and teaching support materials," the DBE said.

Multi-Stage Quality Assurance Process

According to the department, every submission undergoes an extensive multi-stage quality assurance process before it can be considered for inclusion in the national catalogue.

This includes evaluations focused on:

  • Curriculum compliance

  • Pedagogical quality

  • Language accuracy

  • Learner accessibility

  • Age appropriateness

  • Inclusivity and educational relevance

Only materials meeting all prescribed standards proceed to the next phase of evaluation.

"Only materials that meet these stringent quality standards are considered for inclusion in the catalogue," the DBE explained.

The department said the process ensures that schools receive learning materials that are not only aligned with the national curriculum but are also capable of improving classroom outcomes and learner performance.

South Africa's national textbook procurement programme supports millions of learners annually, making the catalogue process one of the most strategically important educational systems in the country.

Cost-Effectiveness Central to Selection Model

Once quality compliance has been established, pricing becomes a determining factor in the final selection phase.

The DBE explained that among all qualifying submissions, the three most cost-effective compliant titles are selected for inclusion in the catalogue.

"Thereafter, pricing considerations are applied, with the three most cost-effective compliant titles selected. In instances where fewer than three submissions meet the required standards, the qualifying one or two titles are automatically included," the department said.

Officials stressed that this structure is specifically designed to balance educational quality with responsible public spending — a critical issue in a constrained fiscal environment where education budgets remain under pressure.

The DBE said the framework supports equitable access to quality educational resources while maximising value for taxpayers.

Tshivenda Materials Case Explained

Addressing concerns raised over the procurement of Tshivenda Home Language materials for Grades 1 to 3, the department clarified that only two submissions met the required quality and curriculum standards during the evaluation process.

Because only two titles qualified, officials said a comparative pricing exercise at the selection stage was effectively unnecessary.

"In the specific case of Tshivenda Home Language materials for Grades 1–3, only two submissions met the required quality and curriculum standards. As a result, price comparison at the point of selection was not applicable and a moot exercise," the DBE said.

The department indicated that language-specific educational publishing remains a highly specialised sector, particularly for indigenous African languages where fewer publishers participate in the market.

Experts have long argued that developing quality mother-tongue educational materials for minority language groups requires significant investment and specialised expertise, factors which can limit competition.

Concerns Over Fulu Publishers Pricing

The DBE also responded directly to concerns surrounding pricing linked to materials submitted by Fulu Publishers.

While acknowledging public concerns over the cost of certain materials, the department stressed that pricing alone did not determine whether those materials were included in the catalogue.

"While concerns regarding the pricing of materials submitted by Fulu Publishers have been noted, it is important to clarify that such pricing was not determinative for catalogue inclusion and is being addressed through established catalogue processes," the department said.

However, the DBE conceded that the pricing levels in question appear inconsistent with the intended objectives of the procurement framework.

"The department considers the pricing in question to be excessive and inconsistent with the intent of the catalogue framework, which is to ensure cost-effective access to quality learning materials."

The department indicated that internal mechanisms are already being used to address the issue within existing procurement and catalogue governance structures.

Commitment to Transparency and Accountability

The DBE reiterated its commitment to maintaining transparency, accountability and public confidence in educational procurement processes.

The department said it remains focused on ensuring that every learner — regardless of language, geography or socio-economic background — has access to high-quality learning materials that support educational outcomes.

Education stakeholders say the debate highlights the growing importance of transparency in public procurement systems, particularly in sectors such as education where procurement decisions directly affect millions of learners.

The DBE maintained that its catalogue development system continues to evolve in line with national procurement regulations, educational priorities and the constitutional imperative to provide equitable access to quality education.
